Does such a thing exist and do they work or is it all a scam??

Figured so and that's what I told my buddy who didn't want to believe me. How in the world could a $70 chip increase performance and gas mileage? Doesn't make any sense and would have been built in then from the manufacturer!

Don't go too far. Increasing performance and getting better gas mileage can be obtained by tuning the stock ECU. The chips your talking about however fall under the same category as the intake inserts that claim the same benefits by creating a cyclone of air etc.
