Default Warning light

The light bulb in the dash that is to tell me I have an exterior bulb burned out...has burned out! I discovered this while following a truck and noticed I had only the reflection of one headlight showing. Sure enough, when I first turn on the ignition and the bulbs all get tested...no warning bulb. I've seen a general description of how to get to the bulbs, but could use more specifics on the tabs that hold the cluster in place. Any help?

Here's the procedure from the manual. However I don't think you actually have to remove the steering wheel to get enough access to the bulb. Strangely the manual describes the bulb replacement method before the instrument cluster removal.
