Highbeams on when night ones should be?

Highbeams on when night ones should be?
Hey, I just got my car and nobody has seen a problem like this one.
when I turn on my lights for night driving it automaticaly turns on my highbeams. The blue light come on and everything. Not only that when i playwith the actual high beam control it doesnt do anything and when I pull in on it, it doesnt flash.
My car is stuck on high beam, Pleas help
is it the multy function?
plus my interior lights wont turn on and off with the doors
when i switch it to that mode it always stays on.
is it grounding out or is this normal?
