Noise from Rear Hatch Area

Default Noise from Rear Hatch Area

I know what everyone is thinking when reading the title but I can guarantee you that it is not my rear hatch. I have done the electrical tape fix. I believe that I have found the culprit but I can't find what the part is called or how to fix it. There are vents under the carpet on each side in the interior of the coupe that has three plastic or maybe rubber vents. When I accelerate air is being forced through these vents (I am assuming) and causing them to make a sound like a paper bag blowing in the wind. Has anyone else ever encountered this and come up with a viable fix? I don't want to tape them shut since I am assuming they help with airflow in the car. Okay, so I think I have found at what it is called, Part# 05102598AA, Exhauster, Quarter Panel. Anyone know why it would make so much noise?

I was in Beaners V8 Crossfire and he had no panels in the trunk and you could see these flaps. The air movement made it seem like there was a lot of loose dry leaves floating around in the trunk. I soon forgot about that noise and hung on for dear life.
