Sounds like it may not know it is in gear. Either that or something is broken. Does it feel like a rev limiter ?

They limit engine RPM in these cars, the ECM looks at the data from the wheel speed sensors coming from the ABS/Traction control system to determine what you are doing. If the wheels are not turning, it is limited to 4400, I do believe, it's something around 4000-4400, can't remember, I know I can put foot to floor in mine and it's limited to something around 4000. Once the car is moving, the limit varies depending on what gear you are in.

In automatics, there is data sent to the ECM from the TCM/Shift lever assembly as well as wheel speed sensors.
In manuals, there is data sent from the wheel speed sensors and the reverse switch (in all cars, putting the car in reverse limits the throttle response - kinda thoughtful of them, IMO.)

The tuners can get around all of this, I'm pretty sure, but they'd have to charge you for a full tune, which I think sets you back $300+.

If it wont' go past 4400 when the car is moving, sounds like wheel speed sensors or problems in the ABS/Traction Control, but I think you'd have a warning light on the dash and maybe a code or two in that case.
