To get to the tank, just remove the liner under the fender.

There is a bit more to it than that, you make it sound too easy.
How to access the windshield washer tank. CLICK
If the OP thinks a hose is broken because it leaks when trying to get the fluid visible in the WW filler under the hood forget about it as the tank only takes 4 litres when the dash light comes on. It will overflow the tank when the level reaches the overflow outlet on the tank which is not visible until the tank is exposed.

Hose is broken at top of tank where it goes to washers.

Need to remove fender, the only way I can get to
top of tank. I have the fender loose and can see broken hose that leaks. Has anyone removed front passenger fender yet?

You do NOT need to remove the fender, just the plastic inner liner.
Loosen it at the front and drop it down.

Some people like to do things the hard way, to remove the fender you have to unbolt both the front and rear fender liners. Just by doing what is shown in the PDF I posted the link to you can access and replace the broken hose and pull a new one through if needed.
