Default Missing a Plastic Piece?

I had my car out yesterday and I noticed behind the fog lights in the front of the wheel well there is a square hole. I don't remember this being there before but they are now-one on each side. I think there was a cover in there when I bought is but not sure. Should there be something there. Plus It was 41 degrees yesterday and the car ran awesome, had it up to 145 on the way home from work. Now it may be parked for the winter.

There should be a plastic door there that covers the access hole for the fog lights.

Here's the part nnumbers if you want to replace them #5097958A right side and #5097959AA left side. The dealer price is $7.30 for each one.

I lost one of mine at high speed once and for once was overjoyed with the $ to replace something on the car.
