I dont believe that you should be hearing the IC pump. When your Pump goes bad it stops your supercharger working so you dont feel full power so when you drive if your getting full power i would assume your instal was succesful

If you look at the fac pump it is labeled at the plug for + & -. After installing mine I could not hear it run even after reving the motor to make sure it kicked on. The only 2 ways to know for sure are to drive it and see if the SC cuts in and out or to have some type of monitor like a dashdaq or program that will let you hook up a pc to your obd plug then you can check your Intake Air Temp. I knew mine was working thanks to my dashdaq and watching the IAT temp. Before putting the car back together I even tried touching the pump and could not feel it running.

start the car and rev the engine to 2000 rpm. this should start the pump. the pass side fenderwell has a door . open it and reach inside and feel the pump. if its running you will feel the vibration of the pump.
if you dont recheck the fuses and the wiring

The original pump has a vaccum line comming out the back and the new one does not. Is this an issue. I got the pump from needswings.

That is not a vaccum line. It is a vent line and goes up and then turns back down next to itself and is not connected to anything but air.
