ECU question
If it is the wrong ECU the car will not start... period. The ECU is programed to the car's VIN. Who did the tune? It would be VERY odd that you got the wrong ECU back...

The ecu is VIN encoded, and will not start on another car.
That being said, most of the time, its a plug issue, with not making sure the plugs are securely and properly seated.

I was runing into some connectivity issues with the battery.
NOTE: Leaving a battery unplugged for ~2weeks in humid weather can lead to a poor connection (despite the fact the terminals look clean). I cleaned off the terminals to ensure a "fresh" connection, and now the car runs just fine.
