Default Rust..what to do?

Hey detailers,

I have a small chip less then the size of a pea on my hood. It started to rust and I've just noticed it..

What can I do ? I don't want to paint my whole hood - that'll cost a fortune.. is there any alternatives?

3M makes a really nice pen sanding stick (looks like it is made out of fiber optic filaments) - this will clean out the rust without damaging the surrounding area. Can be found at auto stores or sometimes even Walmart has them.
Then use the usual touch up kit - primer(if bare metal) , paint, clear.
A little ultra fine sand paper to remove high spots - scratch remover - polish.
