An idea for having the LED Strips dim with the parking lights but bright with the brake lights: You could just use an inline resistor to lower the power to the strips when the parking lights are on and then bypass the resistor when the brakes are applied. You would need a small inline resistor and a couple of diodes. I did something similar on my bike so I could have working tail lights. (bicycle )

They already have the function built in. They have 2 separate output stages for running lights/brake lights. Brake lights function is brighter than running lights. Turn signal function is as bright as brake lights mode when in use.
