Fog Lights, orange lights in headlight, tail lights,red tow siren light stay on

Fog Lights, orange lights in headlight, tail lights,red tow siren light stay on
Having a strange issue. Car was sitting for a while. I reconnected the battery and the fog Lights, orange lights in headlight, tail lights,red tow siren light come on. Ran car turned it off and lights stayed on. Checked siren fuse #9 was blown. Replaced fuse still lights staying on. Any ideas?

This may sound foolish but have you tried moving the light switch around and see what happens?
