It means it was first registered between Sept '05 and Mar '06.
if it had been registered between Mar'05 and Sept'05 it would have been an 05 plate. You can figure out the other years.
The UK licence plate number stays with the car, not like here in NA. There is an area component to the plate number, a registration year component and a random number. XX XX XXX.
It changed some time ago from another format, to get more numbers with the lowest amount of figures. My 1954 car over there was simply OYY 397.
