Default plug'n'play Chips

Has anyone had any experience with the plug'n'play chips that are on ebay all the time? These are the ones that claim 30 extra horses while improving fuel economy plus 10-25%. I'm guessing if this was true I woudln't be asking about this..everyone would use them.
