Step one: Understand how it all works. Now, after 15 years of helping people (primarily) with their tops, I am just burnt out. So I created a thread (that I should work on more but I work 55 hours a week these days), that thread is posted below. Once you understand the system, troubleshooting becomes way less difficult.
Aside from the thread:
After checking the divider, the first think I do is manually lower the top, then try the button,
a top that goes UP but not DOWN is either the divider or top open switch. Anyone who does not understand this, does not understand the system at all. This is my GO TO response to a top that won't move. Additionally, sometimes, manually moving the top (with the engine RUNNING) will resync the PTCM, if a loss of sync is the issue, and it is at times. It's happened to me a few times in 15 years.
SPeaking of the engine, if you EVER move the top with the engine not running, you can expect to, eventually, have real issues with the system. I won't go into it all now, but moving the top with the engine off can screw up sync, destroy the SRS module, and perhaps even render the SKREEM useless as well (have not proved that last one but the other two are confirmed).
One more note, if you have door locking system issues or if you have a BAS/ESP light or other warning lights, fix those items FIRST.
The security system and brake controller can cause the top to not move - if you keep trying to troubleshoot a top that is fine, but is inhibited by other systems, you might as well take it to a garage and PAY someone to not fix it, because that is what most garages do.
If all else fails, take it to a Chrysler dealer, you will run up a bill so high that trading the car in will look attractive, then they will auction the car off, cause they can't fix it, either.
