Back in Michigan, in the 80's, the story was that those marks (at the time) were for aerial traffic enforcement. And they probably were, back then.
Ever since, I have always "alerted" on them - again, that is part of my remark in the other thread about "knowing how" and that means "knowing when and where" to gamble with speed.... and where not to!
