I ran some tests as described above and it appears that my fan is dead. I'm hoping that the funky A/C operation is due to the fan not functioning too. i.e., if the fan runs when the A/C is no, maybe the A/C doesn't run when the fan is not running.
Getting new fan. Will report back.
If the fan does not turn AND you are not moving, there is no air flow over the A/C condenser - so there is no where for the heat from the A/C to go, therefore, there is no "cold" from the A/C. Yea, you need a new fan (motor).
