When you say `will not crank', that means something different to many people, to some will not crank means the engine does not turn or to some it means it will not start. I am assuming you mean it will not turn from what you said earlier.

Sometimes there is a bad connection at the battery and not enough power can get through to the cable.
Sometimes a bad ground on the starter will cause the same problem. Sometimes the cable is corroded under the insulation and will not allow power through to the starter.

As to the CPS, there are some that come with a paper disk over the end and this is knocked off by the teeth on the ring. My Bosch CPS did not come with this disk though. The CPS does not stop the engine from cranking if I remember correctly, the RCM fault will stop it cranking though.
