I knocked it left, and it went to 3, I knocked it right and it stayed in 3.
This told me that either the "+" side of the switch was bad, a wire in a connector was loose/corroded/broken or the switch assembly was out of alignment with the shift (not sure if that is possible, but I am assuming it would be easily fixed and not a TCM problem).
That is what mine ssems to do but it also does it in pure auto (reves up to 4-5G at 40 and won't shift) and if I start in 1st (auto stick mode) it won't find 2nd. I'll test it out a bit more with all the suggestions and do a little more trouble shooting this weekend and post my results. The weather is kind of off today so it will probably be tomorrow.
