If there is no spring or pin under the cover then you can be assured the PO removed it.
If the PO was there before you the cover would be really dented up because the same cover goes back on at the end of the procedure.

A group in southern michigan found two 2008's that didn't have the pin! I wonder if Laminad's car (if it is not a 2008) has had a replacement ignition lock put in and I wonder when the mfr. started leaving out the precious pin & spring?
