I don't know where this "short in the radio" comes from, but no "short" in the radio caused this.
You are describing a bad SKREEM module, it has happened often before. Reports have been that the car is taken to a dealer, the skreem is replaced and the keys re-coded; you pay SEVERAL hundred dollars - and drive the car home.
It sounds to me like they did not program/set up the new SKREEM properly.
