Actually not my pic (can't have someone getting sideways.. LOL). But "you are correct". Vice grips or channel locks will let you "back and forth twist" on the vane till it breaks loose.. then a dremel to carefullly smooth it out.
The issue as best I can tell has nothing to do with the tune or not tuned. I noticed my car would sometimes "hang" an extra second at 1500 rpm when coasting to a stop. It's somewhat hard to notice on automatics, but I'm sure real noticeable with a stick. They seem to just eventually work through it though.
