If you want to change how far it goes up, the answer is the upper limit switch - simply modify the mechanical arrangement such that the upper limit switch closes when you want it to.

To disable it entirely is easy, just yank the wiring off the motor - but if you want to make the whole thing MANUAL, it would mean major changes, the operation of the spoiler is coded into the BCM.

The service manual is your friend here- download it from this site and go to "wiring" then to "power rear spoiler" and you will see what you have.
