From what I see, nothing is missing. In the picture, to the right of the middle, lift the idler pulley, route the belt, release the idler pulley down (it has a heavy spring behind it) an that adds tension to keep the belt onto all the pulleys. You should have a diagram in front of the radiator of how it is to be ran.
Looking at it again, it does look like it's gone.
