The manual is wrong. Ok, let's call it "misleading".
The light indicates that something is wrong:
  1. The coolant level in the reserve tank is low.
  2. The coolant level sensor in the reserve tank is defective.
  3. The engine temperature is above 2xx degrees (not sure what temp, I believe above 220F)
  4. The Fan Control Module is indicating that the current flowing thru the engine cooling fan is either lower than expected or higher than expected.
  5. The Fan Control Module is not communicating at all with the ECM.
And probably other stuff I don't know about.

From what you describe, I'd suspect the most likely issue with your car is (in descending order of likelihood) 2, 1 or 4.
