Do you mean the BOW? That is, the rear bow, that latches into the lid when the top is up fully?
If so, if the bow only goes up a little, you most likely have low fluid in the system due to a leak OR a sensor somewhere that is not reporting travel properly.
my other problem is that all of a sudden the trunk doesn't open.(it has a new actuator pump)so i can't even get in to check divider,etc.after work i will try an access through the tag light.tia for any help.
What "actuator pump" do you refer to?
If the top cycle does not complete, (and yours obviously hasnt) then the electric trunk lock is locked because the TCM only unlocks the trunk at the END of the cycle - so this is expected behavior.
