I'd assume you are hearing the solenoid on the starter engage. Sounds like the solenoid or starter is bad - a rare failure but it can happen.
Just one thing, close that relay and measure voltage at the starter - yes AT THE STARTER. If it is at least 10-11 volts, replace the starter.
If it is very low, you have a cable or battery or connection issue.
