Speaking as someone in a similar industry, who deals with similar issues, please do not be too hard on these people. They are not "picking and choosing" who to help - they tried it once and found out it's too hard and there was no money in it for the effort required. It's not their fault, the system design is the issue here.

I've had to tell customers the same thing, "We tried it once, we won't bother again."
