If you pull that fuse, no code will be thrown, the light will go out and I THINK you can pass your inspection.

If "no lights" is the specification, then you CAN meet the specifiation. I can't test this on my car as I have the pulse module and fuse box torn up with a mod I am doing. But when I get done, I will put things back together and leave fuse 3 out and see what I have.
