Not quite true the gas cap lock only locks when the car is locked from the outside and only unlocks when the car is opened from the outside. It remains unlocked when you are driving the car.
The pump has three circuits, drivers door, passenger door and hatch and the gas cap. The first two circuits can be run simultaneously or independently as you state.
