I have an 07-08 electrical diagram manual (printed). It claims that C1-pin13 of the CLP/SSM is the "liftgate lock sense input". This pin will have voltage on it or it will be grounded (zer0 volts) but it does not make it clear which level means "closed".
So open and close the trunk while watching voltage on that pin, if it never changes when the trunk is opened then closed, then that switch is the issue. The top will not operate if that switch is indicating the trunk is not closed.
