That is what happens when the brake controller is not powered up, usually due to a bad Traction control relay on the RCM or blown traction control fuse on the RCM. (You will have brakes, but they will be 1960s era brakes, with no electronic controls.)

Check every fuse on the RCM, if they are OK, order a new RCM and yank the RCM you have and send it to DJ for rebuild, so you have a spare. The RCM unplugs WITHOUT tools, I have talked owners thru replacing the RCM on the side of the road, while on the phone with them. Again, no tools required, just DO NOT PULL ON THE WIRES, work each connector loose by grasping only the connectors, not the wires.
