Hi, Turn the key to the on (right before it starts) and wait about 45 seconds. If the radiator fan ramps up really fast, most likely your RCM is bad.
If you have a spare, or can borrow an RCM swap it out and see if anything changes.
As far as the warm air, I'm having the a similar issue. I've replaced the blower resistor motor, no change. I did what DT Menace suggested: Turn on the car and roll up all the windows.
Set the heat as high as it can go and the fan to the top setting. Then get out of the car shut the door and let it run for 20 to 30 minutes. I did this but I haven't really driven it because it has snowed here and the roads are salted.
I'm also going to rebuild the "Duo Valve". If all else fails it might be a bad potentiometer in the climate control panel.
