No start

Good evening all,
I just recently purchased a 2005 Chrysler crossfire. I go to start it this afternoon to go for a drive and it won’t even turn over,a new battery lots of lights lights do not go dim when I turn the key on to the start position. The only thing that happens when I put the key onto the start position is that the cooling fan gets very very loud . Any ideas for how to troubleshoot of what’s causing the problem or how to read codes.

ENgine control relay output from the RCM is missing.

Fix the RCM: bad solder joint or bad relay. See James' link.
