One key fob works, the other doesn't

Default One key fob works, the other doesn't

I replaced the batteries in one of my key fobs because I thought the batteries were bad. I have both original key fobs and one does everything it's supposed to do. The one with the new batteries doesn't lock or unlock the doors. I tried the resynch method on this forum and that made no difference.
When I hit the unlock button, the lights flash once. When I hit the lock button, the lights flash 3 times. Obviously, this eliminates any concern over the batteries, they are good. The other key fob working, also eliminates any issues with the car. Any suggestions? Thanks!

Usaullybatteries, bad battery connection of it needs to be synced back to the car. instructions are in the owner manual.
