Default instrument lights and heater fan dead simultaneously

I have an o4 coup. If I turn on my headlights prior to inserting my ignition key, the instrument cluster backlights come on. When I insert my key the lights are still on. When I turn the key to start, the lights in the cluster go out. while the car is running, the lights are out and the heater fan won't run. If I turn the engine off the lights stay off on the instrument cluster. As soon as I slide the key out of the ignition, the cluster lights come back on. I have checked the fuses. They are fine. What could the problem be?

Sounds like a short in the ignition circuit. What happens when you insert the key and go to the accessory position (i.e., turn on the ignition but do not start the car)?

When I turn the key to the point of resistance(The point you go just prior to engine starting), the cluster lights go out. They won't come back on until I pull the key out of the ignition.
