On the American car the foglights/driving lights (maunual calls them Fog Lights) there is a panel in front of the front tire (tyre) on the wheel well. It's behind the fog light. Remove that panel and you can change the bulb.

 

yeah, and unless you've got some REALLY skinny arms, you'll at a minimum need to jack the front end up (see owners manual for how and where, the CF jack may look goofy but does work good). If you want to be able to SEE what you're doing inside that access panel, you'll have to pull the front tire/tyre and/or turn it sharply and use an inspection mirror.
