30-Day General Use Permit
Hello,
I am shipping my car from Los Angeles to Germany in the middle of march. My only problem is that registration has expired in Jan.
I know there is this 30-Day General Use Permit offered by the DMV in AZ, where my car is located, for $15. Can I take a car out of state on the permit?
I a just wondering, because I dont want to pay 1 full year of registration for 10 days of driving...

That is the tag I used to bring mine home in December.
But I'm not sure if they will issue one on a car with an expired tag.

Yes. These are usually called "temp tags" and you can definitely use them between states - even though the rules surrounding getting and using them differ between states, all states respect each others' temp tag laws to the extent that your tag will not get you pulled over or charged. It's actually an interesting loophole near the border of states with especially lax temp-tag laws. The main issue you'll have to consider is insurance.
I know that here in Colorado it's possible to get a temporary plate for a vehicle with expired registration (the reasoning being that the vehicle should be registered to drive it to emissions/inspection), so I'm assuming AZ functions similarly.

I will call them when I'm back in AZ to see if I can get a temp tag even if the current tag is expired so I can drive it to Cali and throw it on a ship.
