Default wheelarch line plugs

I'm quite sure that the subject of the 4 black plugs in the pkg. with your front lic. plate has surfaced on the forum before. I wouldn't know where to start looking so forgive the redundancy of the question:

What purpose do they serve? Can the rears be installed without removing the rear tire, and what's that little gizmo wrench all about?

the tires do not need to be removed to install rubber plugs....see pics.

rear plug:

the wrench is for an automatic crossfire...if the car would happen to get stuck in gear...the tool slides in the shifter gate (toward the bottom) area to release the binding.

Thanks Andrew for the info and pics. Still kind of curious as to what function they serve!

Keeps water from getting inside the frame of the car. So it doesn't rust out. They probably had those plugs off and secured the car for transportation with the holes. It is a long boat ride from germany.

I realize this is an old thread, but can someone post pictures of where these plugs get installed?
