Correct. Right now I have only the 2 original larger caps and the 2 vents that were factory installed broke off which was probably the major cause of the issue but no one prior to me getting it addressed the problem. I need to get the kit that has the 2 plugs and the mesh cap but I know those are not available any longer. Are there any other solutions to this issue aside from that?

The two plugs would be quite easy to get or just put plugs in the holes.
The mesh needs to be a hydrophobic mesh, it allows air to pass through which allows for the pressure inside and outside to equalize.
The size of the holes in the mesh restrict water, the size we need has to restrict mist.
Once the correct mesh has been decided on a hole can be cut in the headlight cap and a piece of mesh attached to it with no gaps in the joint. Obviously the mesh has to be very fine.

This might work fine, it's for straining out water - 5 micron and you can get 1.5 or 2 inch size :

1 micron is 1/25,000, 5 microns is 1/5,000 = .0002” should work.
