If the rubber band test fails to get the car started, the fuel pump contains a check valve; Seems to me that is going bad.
The fuel filter contains a regulator.

After a bit of investigation I see that when i turn the switch to on, the fuel pumps runs for a second, or so, then stops. Sometimes the car starts, sometimes i hve to restart.
I'll take you advice and replace the pump and filter with Bosch parts.

It's normal for the fuel pump to run for 2 seconds when the key is first turned to the ON position.
It won't run continuously until the car starts.
