Please allow me to regain myself. Here is the photo of the HOLLOW bolt and a 30 MM allen head cap screw that I will be replacing it with. I can torque it and not worry about the bolt failing, as Splinter says, 15 pound feet of torque. TAAAA DAAAA
Yes I will be cutting the bolt to the 25MM length from under the head to the tip of the bolt.

Yeah Lowes has the round head hex in length 25
I actually got a silver regular socket 13mm headed one. No real reason though, could've gotten the black hex cap.
