Hmm maybe im using the wrong technical words here.. Is there a specific level the belt needs to be tightened to the pulley?

there is no adj. for the tensioner. it should sit in the middle of its travel path.(look at the slot behind the pulley to see how much travel there is)
the c3 doesnt req. any belt change so its fine to swap back to oem
