Takes time. Keep up on them and it's not so bad.

Old, soft toothbrush (or multiple Q-tips) with degreaser the first time. Then a old, soft (non greasey) toothbrush. I usually detail and wax both sides of the rim once per year. The wax goes a long way towards making it easier to keep clean.

What is a safe degreaser? I have no desire to experiment with chemicals on the wheels.

One good thing to do is replace the stock brake pads, which produce a ginormous amount of brake dust, with some type of ceramic pad. Also, the AGP caliper covers help but as was stated before, a good soft tooth brush or similar. I use a soft brush with longer bristles than a tooth brush, designed for this task.

Old sock works awesome, use it as a glove to get all the brake dust off.

micro fiber towel and an old toothbrush. put towel down on wheel between the spokes and use the tooth brush to move the towel in between the spokes. I use hot soapy water only, no chemicals.
