Default Adjusting headlight assembly as a whole unit

OK, so I changed both low beams a couple of weeks ago. Now the drivers side low beam will not adjust high enough. I'm sure the bulbs are in correctly. I've actually shimmed the top of the bulb to get a little distace. Any ideas anyone?

Update: the suspect bulb died on the way back from Charlotte last night. I swapped it with a spare I had and like magic, after a quick adjustment they are now spot on. After comparing the 2 month old bulb (would only point down and more down) with another known to "aim fine", the suspect bulb was found to have manufacturing issues as the bulb is mounted not quite perpendicular to the base. Never had a bulb with this kind of issue but I guess there is a first time for everything.
