Backup lights
1. Fuse #4 in the illumination control module ( headlight switch )
2. multifunction switch ( the turn signal stalk )
3. The light switch itself
Do the directionals flash with the hazard button ?

Have you had the ICM out or played with it somehow? I caused a problem on my old NA by not connecting a plug securely and some lights did not come on.
Pushing the plug on tight solved the problem. You could try another ICM if you can lay your hands on one, they are cheaper than a multifunction switch.

No need to remove it, just drop the panel under the dash and it comes down with it.
The instructions to remove the panel are in the Sticky Key Fix PDF. Print it out and follow the instructions.

Well, the directionals were a loose plug to the headlight switch (ECM). Now if I can figure out how to trouble shoot the backup lights? I do have a bulb out warning light when I turn on the headlights.
