Remove plastic panel?
If this is made from ABS/PC then you could use acetone to join it back together and use FG to strengthen it from the inside. Then cover it as mentioned earlier. Acetone liquifies the plastic for a few seconds while you realign it. A few quick applications is often required to get some depth of liquified plastic.
If you're not "missing" any pieces (and it looks like they're all there) then that is very repairable. This is the epoxy you should use . . . Great stuff . . .

FYI - These get cracked and break when the seat or the seat back is run back too far putting pressure on them. When you get it repaired or replaced, be careful running your seats back . .

It is not a magical solution, I have used it and it requires strengthening with a fibre glass or carbon fibre patch on the back surface without which it will much break easier than the first time and who wants to do the repair twice.
