I'm pretty sure it's a bunch of BS but want to make sure -- do chips like the one linked above selling on ebay really give you a 20 hp and 20 ft/lb of torque?

You get what you pay for, and at $6.99 it's not much. All this "chip" is a resistor that plugs into the intake air temp gauge that fools the car into thinking the intake charge is colder than it really is. This causes the engine computer to richen-up the mixture. All it will do is make your mileage go down and make you fail a smog test.
