wing goes up when starting...

Default wing goes up when starting...

Ok here is one my neighbor has a 2005 basic coupe that he bought new. has 48K miles on the clock.
He tells me that when he put the ign key in and starts it the wing goes up. he can use the button and put it down. It works fine at speed also.
what do you think is the problem?????
