Default Pulley Saver Kit

Suhhh dude. Been looking for a while but I guess not in the right place.. I was wondering if the pulley saver kit has any impact on performance such as the 0-60 or the quarter mile? I understand it slows the idle speed down of the belt but what about when its in gear? Is the idler engaged when in gear? I understand a smaller supercharger pulley spins the belt faster than stock but wouldn't the pulley saver kit make the belt spin slower or is that only when in idle? Thanks for any input.
